Under the 1989 Ethics Reform Act, President Bush and other heads of agencies are supposed to file reports with the Office of Government Ethics detailing who is paying for their travel, food, and lodging. Cheney's office doesn't. Why? The Vice President's Office, according to the Center for Public Integrity, labels all trips "official travel." It then bills taxpayers rather than accept private funds.
